Owen Fussey was born April 2, 1983 in Winnipeg, Manitoba. The third choice, 90th overall selection of the Washington Capitals in the 2001 NHL Entry Draft, Fussey is a graduate of the WHL.

After spending the better part of his four-year junior career with the Calgary Hitmen, Fussey was acquired by the Moose Jaw Warriors in the latter stages of the 2002-03 season. Over the course of his final two seasons in the WHL, the Winnipeg, Manitoba native registered 141 points (84-57-141) before making his professional debut in 2003-04.

Coming off a solid junior career, Fussey spent the majority of his first season as a professional with the Capitals AHL affiliate in Portland, while seeing limited action with the parent club.
