Jeff Ulmer was born April 27, 1977 in Wilcox, Saskatchewan. A free agent signing by the New York Rangers, Ulmer is a graduate of the University of North Dakota Fighting Sioux.

The Wilcox native spent four seasons at UND before making his professional debut during the 1999-00 season. In his first season of pro hockey, Ulmer split his season with the IHL's Houston Aeros and Canada's National Team before joining the Ranger organization in the fall of 2000. Ulmer suited up for 21 games with the Rangers in 2000-01 while also spending time with the team's AHL affiliate in Hartford.

After only one season with Hartford, Ulmer was traded to the Ottawa Senators in the summer of 2001 and joined the team's AHL affiliate in Grand Rapids for the 2001-02 season. Ulmer and the Senators AHL affiliate relocated from Grand Rapids to Binghamton in 2002-03, losing out to the Hamilton Bulldogs in the AHL playoffs.
