Frank Sheppard was born in Montreal, Quebec on October 19th, 1907 and played a year of amateur hockey followed by a season of semi-pro before he made his NHL debut in 1927. Sheppard, who played both centre and left wing during his career signed with the Detroit Cougars on September 9th 1927, and though he spent much of the 1927-28 season in the minors with the St. Paul Saints, he did have a stint in the NHL that year as well.

Sheppard played eight games for the Cougars and scored 1 goal and 1 assist in that time. His game stay with the Cougars would end up being the only time Sheppard would spent in the National Hockey League during his career.

He finished that season with the Saints and moved on to the Tulsa Oilers part of the way through the following campaign. In 1932 Sheppard left the American League and signed on with the North West Hockey League where he had four stops in the five years he played there. Frank Sheppard retired following the 1937 campaign.
