As a youngster in Kitchener, Ontario Tom Miller was a dominating player while playing AAA all-star. At 15 he was the best player on the city's midget Legionnaires team and he was promoted to play a game with the Guelph Royals in OHA Junior B. The following year he made the Kitchener Rangers as an under age player and in 56 games managed to contribute 27 points. He duplicated that output the following season before deciding to enroll at the University of Denver for the 1965-66 season. He missed his entire freshman season but by his senior year in 1968-69 he was named to the WCHA Second All-Star Team and also was chosen to the NCAA All-Tournament Team. Miller and the school reached the pinnacle of success in both his junior and senior years, winning back-to-back NCAA championship titles.

The Omaha Knights of the CHL signed Miller to a free-agent contract and he played with the club for two years. Others on the team included; Mike Murphy, Pierre Jarry and Ab DeMarco, Mike Robitaille and Syl Apps Jr. Miller was used primarily as a defensive specialist, but did manage to put together seasons of 39 and 52 points.

In 1970-71 he got his first taste of NHL action, signing with the Detroit Red Wings where he played in 29 games, scoring a goal and nine points. He spent the entire 1971-72 season in the AHL with the Cincinnati Swords. He was selected by the New York Islanders in the 1972 NHL Expansion Draft and played 69 games with the Islanders that year, scoring 13 goals and 30 points in his best year in the league. Miller played another 19 games with the Islanders the next year and one final game with them in 1974-75.

In an NHL career that spanned 118 games over four years, Miller scored 16 goals and 41 points. He finished off his pro career in 1974-75 with the New Haven Nighthawks, retiring at the age of 28.
