Paul Miller enrolled at Boston University in 1977-78 after starring for his Billerica high school hockey team. In his first year in the NCAA, Miller scored ten goals and 24 points in 31 games. The great season was capped off with an NCAA championship for the school. In his second year he recorded 35 points in 29 games but the club was unable to defend its national collegiate championship nor were they able to regain the form in his third and final year with the team in 1979-80.

At the conclusion of the college season, Miller signed a contract with the Flint Generals of the IHL, hoping to impress NHL scouts who often attended the games. In 1980-81 he played for the Syracuse Hornets of the EHL until the team folded in the middle of the season. He then inked a free-agent contract with the Richmond Rifles of the same league.

On November 20, 1981 Miller was signed as a free agent by the Colorado Rockies, the worst team in the NHL at the time. He played three games with the Rockies, recording three assists before being sent back to the Fort Worth Texans of the CHL. He also represented the United States at the 1982 World Championships. After the Rockies transferred to New Jersey and were renamed the Devils, Miller was traded to the Edmonton Oilers with goalie Lindsay Middlebrook for goalie Ron Low and Jim McTaggart on February 19, 1983 but never had the opportunity to play with the Oilers, who were just beginning their decade-long dynasty of Stanley Cup winning teams.

Miller played professional hockey for another two years with the CHL's Wichita Wind, the AHL's Moncton Alpines and the IHL's Muskegon Mohawks and Milwaukee Admirals, where he finished out his career in 1983-84.
