The Labrador City, Nfld native spent five years in the Ontario Hockey League with North Bay and Sault Ste. Marie, capturing a Memorial Cup with the Greyhounds in 1993 and earning a spot on the Memorial Cup All-Star Team. A member of Canada's 1992 World Junior Championship team, Penney made his NHL debut with the Senators during the 1993-94 season.

Although he spent the majority of the 1993-94 season with the Senators American Hockey League affiliate in Prince Edward Island, Penney strong play on the farm earned him three games with the parent club. Penney returned to P.E.I. in 1994-95 and spent the next three seasons in the AHL before deciding to play in the British Premier/Super League in 1996-97.

As a member of the Manchester Storm, Penney took part in the Benson & Hedges Cup and the European Hockey League before he decided to return to the AHL and the Kentucky Thoroughblades in 1997-98. After only one season in Kentucky, Penney went on to the West Coast Hockey League and the Colorado Gold Kings.
