Ian MacNeil was born April 27, 1977 in Halifax, Nova Scotia. The fourth round, 85th overall selection of the Hartford Whalers in the 1995 NHL Entry Draft, MacNeil is a graduate of the OHLs Oshawa Generals.

A member of Oshawas 1997 OHL Championship team, MacNeil played three seasons with the Generals registering 45 goals and 103 points before making his professional debut with the AHLs New Haven Beast in 1997-98.

MacNeil played two seasons in New Haven before joining the IHLs Cincinnati Cyclones in 99-2000. In his second of two seasons with the team, the Halifax, Nova Scotia native had a career high 39 points on 17 goals and 22 assists while amassing 139 penalty minutes.

Following his most productive offensive output in 2000-01, the IHL ceased operations and MacNeil found himself back in the AHL, this time with the Lowell Loch Monsters. MacNeils strong play caught the eye of Philadelphia Flyers General Manager Bobby Clarke, who signed the gritty forward as a free-agent in the summer of 2002. Upon his arrival in Philadelphia, MacNeil went on to spend the majority of the 2002-03 season with the teams AHL affiliate, the Phantoms while seeing limited action with the parent club.
